Background:
Mr. Heggs grew up in Harlem.  While not especially large he is very feared within the prison.   This is likely due to his lethal background as a gang enforcer and hit-man.
His background for a criminal is unusual.  He received high marks throughout school until bizarrely dropping out during his junior year.   His family appeared to be upstanding with his father making an honest living as a car mechanic.  What led Mr. Heggs to dropping out from high-school and taking up a career as a hitman is unknown.
Heggs is obsessed with British genteel culture and requires his subordinates to refer to him as "Sir" or "Sir".  I have heard other prisoners refer to Fletcher as "Sir Fletcher" or the "Knight."   This moniker likely stems from this British obsession.  He has the poem "Ozmandias" scrawled on his wall.  I do not know where his interest in British culture comes from but he seems to think that it fancies himself up and makes him more respectable.  This may in fact be working as he has received various suited  guests whose true motivations I can only speculate on.

Crime:
Murder -Was hired as a hitman.  He was convicted of two murders in the first degree.  My sources at law enforcement believe there are many more than two connected to Mr. Heggs.

Notes/Recent Events:
I have heard Fletcher's group referred to as the Chessmen.  They seem to be a well regarded and intimidating force.  They have come into conflict with the White Power Gang called the White Whirlwinds however currently they seem at peace.

Mr. Heggs does not seem fond of the other gang the Rivals who also have Harlem origins.

Mr. Heggs and his Chessmen have become the defacto bodyguards of Trevor Slattery AKA the MandarinSlattery pays Fletcher for his services by running through his Mandarin act.  Fletcher in particular seems fascinated by the accent and the change in demeanor of Mr Slattery.  No doubt the fact that Mr. Slattery is a British national and Fletcher's fondness for British culture have helped in the forging of this seemingly bizarre relationship.

Mr. Heggs is no longer receiving guests directly.  It seems members of his Chessmen gang are acting as intermediaries.  Numerous men in suits have visited the Chessmen in recent days.  Despite, my surveillance of the meetings I have not detected anything untoward.  I have noted that the meetings often mention British novels and I have no doubt this is part of some sinister code created by Mr. Heggs.
