The Truck Killer? The Skull Killer?

I was given a file today from friends looking for information on a driver of a truck who ran over numerous officers and SHIELD field agents in the recent fiasco in DC.  With so many eyes turned toward SHIELD and Hydra it seems that this lunatic was lost in the shuffle and was able to quite literally get away with murder.

The criminal in question drove a large Penske truck, it seems he used it as a weapon on numerous occasions to smash officers on foot as well as police vehicles.

The most interesting thing is that when the truck was found the criminal left a calling card.  A large Skull symbol was burned into the metal of the inside compartment.

With photos of both the truck and the killer's symbol I have started a new file.  Though I am somewhat at a loss as to what to call this new menace.

Misty Knight request for information on feral attacks in NYC

Personal friend Detective Knight has sent me a disturbing file from Nightwing Restorations Ltd.  There have been a recent series of murders in NYC perpetrated by a feral killer(s).

Autoposys show that the height and angle of the claw marks make it unlikely they were caused by a dog or a wolf.  However, the marks were made by claws  and teeth similar to those of a canine.  The victims in some cases appear to be partially eaten by their attacker.

Misty is obviously shook up over the attacks and has requested me send over any information on cannibalistic killers in our prison. Unfortunately, I can't say I have ever seen anything like this.

There are other ways to get information however.  I am going to put out an offer to the prison population for any information on feral like killers.  Hopefully, someone knows something and comes forward, before there are more attacks.

Background:
Mr. Carboni grew up in an Italian neighborhood in NYCC.  He had descent grades until dropping out in High School.  He now three butcher shops, a construction company and a waste dispossal company.  No crimes have stuck on Carboni but he is believed to be a member of the Maggia crime family.  Some intel has Carboni as a major Maggia boss.  Given his large amount of businesses this would be the case.

Carboni cites his squaky clean record and says the allegations against him are nothing but discrimination.

Carboni strikes me as a dumb thug and I am amazed he has avoided criminal charges this far.

Crime:
Assault/Battery was witnessed beating a waitress for unknown reasons.  Charges have been dropped but Carboni is being held to see if he can provide any information on the Castle family murders.

He is suspected of having ties to the Maggia Crime Family.

Notes/Recent Events:
Mr. Carboni will be released soon.  He does not talk without his lawyer present.

Background:
Mr. Heggs grew up in Harlem.  While not especially large he is very feared within the prison.   This is likely due to his lethal background as a gang enforcer and hit-man.
His background for a criminal is unusual.  He received high marks throughout school until bizarrely dropping out during his junior year.   His family appeared to be upstanding with his father making an honest living as a car mechanic.  What led Mr. Heggs to dropping out from high-school and taking up a career as a hitman is unknown.
Heggs is obsessed with British genteel culture and requires his subordinates to refer to him as "Sir" or "Sir".  I have heard other prisoners refer to Fletcher as "Sir Fletcher" or the "Knight."   This moniker likely stems from this British obsession.  He has the poem "Ozmandias" scrawled on his wall.  I do not know where his interest in British culture comes from but he seems to think that it fancies himself up and makes him more respectable.  This may in fact be working as he has received various suited  guests whose true motivations I can only speculate on.

Crime:
Murder -Was hired as a hitman.  He was convicted of two murders in the first degree.  My sources at law enforcement believe there are many more than two connected to Mr. Heggs.

Notes/Recent Events:
I have heard Fletcher's group referred to as the Chessmen.  They seem to be a well regarded and intimidating force.  They have come into conflict with the White Power Gang called the White Whirlwinds however currently they seem at peace.

Mr. Heggs does not seem fond of the other gang the Rivals who also have Harlem origins.

Mr. Heggs and his Chessmen have become the defacto bodyguards of Trevor Slattery AKA the Mandarin.  Slattery pays Fletcher for his services by running through his Mandarin act.  Fletcher in particular seems fascinated by the accent and the change in demeanor of Mr Slattery.  No doubt the fact that Mr. Slattery is a British national and Fletcher's fondness for British culture have helped in the forging of this seemingly bizarre relationship.

Mr. Heggs is no longer receiving guests directly.  It seems members of his Chessmen gang are acting as intermediaries.  Numerous men in suits have visited the Chessmen in recent days.  Despite, my surveillance of the meetings I have not detected anything untoward.  I have noted that the meetings often mention British novels and I have no doubt this is part of some sinister code created by Mr. Heggs.

Background:
Mr. Slattery is a British National and a trained actor.  Before his now infamous Mandarin role he had only a few true acting jobs.  As the face of the faux 10 rings criminal organization he gained the notoriety he always yearned for...as well as a one way ticket to Seagate Prison.  He donned the Mandarin costume and read the lines that were issued to him.  He seemed at first to be a relatively harmless prisoner in a prison full cutthroats and assassins.

Mr. Slattery is a very popular inmate.  He has another inmate "Herman" acting as his personal butler and a Mandarin fan cult that act as body guards.  While, I initially presumed the Mandarin to be merely a role the actor played, I am now having doubts.  It seems that Trevor slips into a state of believing he actually is the Mandarin character he is portraying.  Almost as if the method acting he employs is actually turning him into the Mandarin.  Receiving notoriety is not helping matters.  I see little hope of Trevor ever reforming despite his seemingly benign criminal role, he may leave this prison as a far more dangerous criminal as the one who entered it.

Crime:
Terrorism and Conspiracy
The crimes committed by AIM corporation whom Slattery was working for are many.  It is hard to impossible to dis-concern how many of the crimes Slattery was part of himself.  When asked about his crimes Slattery will claim he had taken part in all of them simply to gain added notoriety.

Notes/Recent Events:
The Prison has been asked to grant request by a documentary filmmaker Jackson Norris to film the insides of Seagate Prison and interview Mr. Slattery.  Pending a background check of Mr. Norris the request has been granted.  I am not thrilled about this request

Prisoner Justin Hammer has questioned the arrangements of Mr. Trevor Slattery.  His request is pending.

Prisoner Fletcher Heggs and his gang the Chessmen are acting as bodyguards to Trevor Slattery.

Seagate Prison File - Note From Warden Tyler Stuart

During my tenor as warden of Seagate I have had the troubling opportunity of meeting some of the most violent and deranged criminals in New York City.  I can not say that I find my job, happy or fun, I can not say that I love it.  I will say that my job has always felt necessary.  Through my sense of duty to my fellow man I have felt a sense of achievement in doing my work, in keeping the horrors of Seagate Prison off the street and away from my fellow man.

I have sorted through my notes and files on criminals and vigilantes that have passed through these walls in the hopes that may someday help with their parole hearings, capture or in certain circumstances execution.  My old dreams were that some day this prison and horrors it contains will find itself unnecessary for men will learn to live with each other in peace.  I sadly recognize this as a juvenile fantasy.  For what ever reason the world continues to create more and more bad people, and with every passing year those new deranged, depraved individuals seem to get stronger and more powerful.

Seagate Prison and its strong walls have never been more important.
